Statistics show that China's trade volume with RCEP members accounts for about one third of China's total trade volume, with ASEAN, Japan and the ROK being China's first, fourth and fifth largest trading partners respectively.

RCEP is conducive to expanding China's export of competitive products. From the perspective of trade facilitation, member states have made high-level commitments on customs procedures, inspection and quarantine, and technical standards. In particular, they have promised to release goods within 48 hours upon arrival as far as possible, and for express and perishable goods within 6 hours upon arrival, which will help improve the efficiency of logistics customs clearance and boost export growth. From the perspective of e-commerce, all parties commit to promote "paperless trade", recognize the effectiveness of electronic signature, provide institutional guarantee for online transactions, and facilitate enterprises to expand exports through cross-border e-commerce platforms.

In terms of rules of origin, the raw materials used by enterprises in RCEP member countries in the production process can be regarded as local raw materials, which can accumulate and increase the proportion of original value components and make it easier for exports from RCEP member countries to reach the threshold of enjoying preferential tariffs. China's production and trade of intermediate products will benefit, and the export of upstream products such as textile raw materials, auto parts and electronic components will further increase.

With good RCEP agreements to support enterprises, enhance the enterprise's ability to participate in international cooperation and competition, promote domestic industrial upgrading, the Ministry of Commerce in charge of international economic and trade relations, said that the ministry will, in conjunction with the relevant department to promote the development of trade in goods, encourage enterprises to docking international technical standards, to guide local combined with their own advantages in good agreement, To improve the functions of the China Free Trade Zone service network, continuously increase training for enterprises by hosting and purchasing third-party services and supporting local and industry associations.

The effective implementation of the RCEP is a new milestone in China's opening-up, which will greatly boost confidence in economic recovery against the backdrop of the epidemic and effectively counter the negative impact of the epidemic on the economy, said an official from the Ministry of Commerce.
